This is meant to enable the fellow to continue the research projects begun in Germany and improve work methods at his home institute, further to prevent brain drain since migration of scholars from their home countries was often attributed to inadequate equipment at home institutes. This programme especially benefited India, that received scientific equipment donations totaling over 4 million euros so far.
Until today, Humboldt-Foundation has sponsored over 25,000 scholars from over 130 countries. Having one basic principal - sponsorship of the best- the only selection criteria for the Foundation is individual achievement and academic qualification. As a corporate foundation under private law, the Humboldt-Foundation is autonomous, enabling it to make decisions independently, uninfluenced by outside factors. The Federal Government has always been content to play the role of sponsor and never exerted influence on the granting of fellowships or awards. The Foundation has never concluded agreements with foreign governments. No quotas or priorities are stipulated in respect of specific countries or subjects.
The Humboldt-Clubs form an important pillar of the Foundation. Being founded abroad with the aim of cultivating contacts among former guest researchers and foster their academic ties with Germany, they are supposed to arrange colloquia and meetings abroad and advising new research fellows prior to their departure for Germany. They also provide effective assistance at looking after German academics abroad. There are currently 60 Humboldt-Clubs and Humboldt-Associations in 33 countries.
To facilitate fellows from India to visit and and carry out research in German Universities and Institutes now an office is open at Delhi from where all basic information about procedure for application, forms and other details can be found.
